Synergies and Challenges for the Relations between Canada and Brazil in the New Global Scenario: a BCCC open forum discussion

On October 5th 2009 the Brazil-Canada Chamber of Commerce hosted an exciting open discussion forum with Marcel Biato - foreign policy advisor to President Luis Inácio Lula da Silva at Brookfield Asset Management's office in downtown Toronto. The forum was attended by members of the Brazil-Canada Chamber of Commerce board of directors, academia and goverment.

Marcel Biato eloquently shared his thoughts on Brazil's current high political and economic rank in the global stage, especially after the G20 meeting in Pittsburgh and Rio de Janeiro's winning bid for the Olympics in 2016. According to Biato, Brazil has finally shown its ability to combine democracy, social justice and growth and it is looking ahead with a renewed confidence. He also commented on Brazil's challenges and achievements in questions related to the environment, redistribution of power, articulated regionalization, investment possibilities, social inclusion and health and on Brazil's present ability to contribute as "part of the solution, not the problem". As examples, he pointed the initiative in aiding the development of world banks like the ones in Africa, and the leading role of Brazil in MERCOSUL and in the creation of UNASUR. At the same time, he indentified the Brazilian challenges with the labor force and affirmed that the issue of taxation and accountancy reforms need to be addressed.

Concluding his initial thoughts on the potential for engagement between Brazil and Canada and the current geo-political dynamics , Marcel Biato wisely pointed out that "regionalization is now a new way to globalization" and that this new approach will certainly lead to a vanguard form of hemispheric relations. He also suggested there is room for Brazil and Canada to work together. Canada can feed into the debate on regionalism and offer ideas related to co-operation on a multinational approach to political and legal reform. He cited many areas available to engagement from technology to aerospace and green energy including electrical grid transmission integration . There is a 'fundamental platform to create synergies and room to work
on a number of areas'.

Candid and engaging in an open discussion he stated that a big challenge in Brazil's future is taxation and reform in accountancy. He also offered broad suggestions for discussions between Brazil and Canada to specific sharing of insights including perhaps Canada's experiences in hosting the Olympics. Other fundamental issues related to the dynamics of the bilateral relations between Brazil and Canada were discussed. Among these, the necessity for a open trade agreement between both countries; the necessity of a coalition of interest in the Canadian Government; the Bombardier - Embraer relationship; the possibility for new partnerships in the utilities and telecommunication industry sectors and the transfer of knowledge from Brazil on the use of bio fuels and waste technology. Furthermore, the attendees identified the important role that the Brazilian Studies has in Canada in conducing not only the exchange of this aforementioned knowledge but also its ability in strengthening the bilateral relations and debated on possible ways to increase the multidisciplinary knowledge on Brazil at Canadian academic institutions.

Biographical sketch of Marcel Fortuna Biato

Career diplomat. Entered the Brazilian diplomatic service in 1981. Served as political officer at the London Embassy (1987-90) and the Consulate-General in Berlin (1990-1994). Also served as legal advisor to the country’s Mission to the United Nations (1999-2002). In the Foreign Ministry he has covered widely Latin American and military issues, having been advisor to the Brazilian principal during the Peru-Ecuador peace negotiations (1995-1998). Since 2003, he has been an assistant to President of Brazil’s chief foreign policy advisor. In the academic field, he did undergraduate work at the Universities of Canberra and Brasilia and holds a Masters in Political Sociology from the London School of Economics (1989). He has published articles on Latin American politics, Brazilian foreign policy, global governance, the International Criminal Court and the Law of the Sea.

EU, Brazil Pressure U.S. on Doha Deadline

The European Union and Brazil will put pressure on the United States Tuesday to set out its demands to conclude the Doha round of world trade talks in 2010 to boost dwindling world trade, a draft document showed.
" Brazil and the EU believe that closure of the Doha Round in 2010 should take place on the basis of progress already made, including with regards to modalities, and therefore call on WTO Members to set out any specific demands they may have," the draft said.

Sao Paulo to Launch US$ 1.85bn Monorail Tender by Month-End

São Paulo's state government plans to launch a tender to construct metro line 17 by month-end, according to João Paulo Lopes, assistant secretary of the state's metropolitan transport department STM, news service Agência Estado reported.

The 21km CPTM (metropolitan transport company) line is budgeted at 3.3bn reais (US$1.85bn) and is part of the state's investment plan for the 2014 World Cup as it will connect Congonhas airport to Morumbi stadium, the report said.

Brazil Film Festival Toronto 09

For more than 500 years, Brazil has been melting cultures, skin colours, races, traditions, tastes, flavours, histories and everything else into a very large and welcoming pot, and this year the hottest film festival in Toronto will bring this diversity to the Royal Theatre, at the heart of the vibrant and artistic Portuguese/Italian community in the central-west side of the city.

Brazil and Canada have more in common than you can imagine. They are both relatively young nations where immigration played, and still plays! -- a very important role. Did you know that Brazil has the biggest population of black people outside Africa? As with the Japanese community established there; it?s the biggest outside Japan. And there was also a time when there were more people speaking Italian on the streets of São Paulo than Portuguese, the official Brazilian language.

Everywhere in Toronto, you can feel, see, hear and taste this same multicultural atmosphere. You can sit in a Vietnamese restaurant in the heart of the Caribbean area, reading a European newspaper and overhearing conversations in three or four different languages at the same time, while the radio plays songs from the Middle East... And this is why we decided to have Multiculturalism as our theme for this year, in our screenings as well as the business networking we promote during the festival.

So come and celebrate with us the great and diverse Brazilian new wave of cinema. It's our third year and we will love to have you with us!
